ReliefPay will compare a pilot with the NGO's existing voucher workflow. It will not claim to outperform cash, promise the highest possible percentage, or treat lower cost as success if dignity, equity, protection or programme effectiveness suffers.

CALP frames value for money through economy, efficiency, effectiveness and equity. ReliefPay will use Total Transfer Ratio as one cost-efficiency measure: transferred assistance value divided by total programme cost. It will also report access, reliability, dignity, accountability and protection.

Comparative pilot scorecard
Context before technology
ReliefPay is for settings where voucher restrictions are justified or connectivity makes conventional digital delivery unreliable. The technology should not create a voucher programme where unrestricted cash would better meet people's needs.
